Arte hetzt im Themenabend gegen Syrien, Russland bemüht sich um Vermittlerrolle

Russland und China lehnten die Resolution gegen Syrien ab und wurden dafür von der Mehrheit des syrischen Volkes bejubelt. Am gestrigen Mittwoch wurde eine Großdemonstration für den Präsidenten und wie in manchen Quellen zu lesen war auch als Dank an Russland und China veranstaltet. Dem Aufruf, der auch auf Facebook veröffentlicht wurde, folgten allein in Damaskus über eine Millionen Menschen. Gestern Abend wurden Zahlen von über 2,2 Millionen Teilnehmer im ganzen Land veröffentlicht.

Doch in Deutschland und Europa kein Wort davon. Al-Jazeera und al-Arabiya haben zwar davon berichtet, gaben der Berichterstattung wie immer einen sehr negativen Unterton. So sprachen sie von mehreren zehntausend Demonstranten und blieben weit unter den wirklichen Zahlen und verpassten es auch nicht, anzugeben, dass die Leute unter Druck gesetzt und z dieser Demonstration gezwungen wurden. Bilder der Demonstration von Teilnehmern und Fernsehkameras gemacht, zeigen allerdings eine komplett andere Realität. Es ist schwer zu glauben, dass Gezwungene Tanzen und Singen und sehr überzeugt gegen Obamas Politik und die der Salafisten protestieren.
In Deutschland wurde nach der Enttäuschung der abgelehnten Resolution gegen Syrien lieber ein Arte-Themen-Abend ausgestrahlt, bei dem man es nicht versäumte, das negativste Bild Syriens zu vermitteln und sich auf gefälschtes Material zu konzentrieren und eine „Undercover“-Reporterin durch das Land zu schicken, die nichts anderes zu tun hatte, als die bekannten Lügen zu untermauern und einseitig Bericht zu erstatten. Während des ganzen Themenabends auf Arte fiel nicht ein Wort von all den Aktionen, die sich Syrer haben einfallen lassen, um ihren Präsidenten zu unterstützen.

Es wurden weder die Pro-Demonstrationen erwähnt, die in ihrer Zahl den Anti-Demonstrationen absolut nicht nachstanden, im Gegenteil, weder die Reformbemühungen der Regierung und die Bereitschaft der Regierung, in einen Dialog mit der sogenannten Opposition zu treten, um einen Weg aus der Gewalt zu finden. Der Reformprozess läuft weiter. Es wurden Komitees im ganzen Land gegründet, die nun  zusammen an der Überarbeitung des Grundgesetzes arbeiten sollen. Für Ende des Jahres ist das geänderte Grundgesetz und eine Verfassungsänderung angekündigt, für Februar 2012 Parlamentswahlen angesetzt.

Russland könnte sich als Vermittler zwischen der Regierung und der Opposition beweisen. Während des Besuchs gemäßigter Oppositioneller aus verschiedenen Parteien oder Organisationen in Moskau, erklärte sich Russland beriet, zu vermitteln. Allerdings wird diesen Oppositionellen auch kaum Gehör geschenkt, denn man ist bemüht den in Istanbul gegründeten Nationalrat als einzige legitime Vertretung durchzusetzen, mit welchem Recht auch immer.

Obwohl sich selbst oppositionelle Syrien gegen den Nationalrat aussprechen, scheint das kaum ins Gewicht zu fallen, bei deren Vorhaben, die Regierung zu stürzen und Chaos in Syrien zu verbreiten. Schon die Gründung des Nationalrates wirft Fragen auf und sollte kritisch betrachtet werden, wussten doch viele Mitglieder im Vorfeld nicht einmal, dass auch sie zu diesem Gremium gehören werden.

Russlands Interesse daran, in Syrien als Vermittler aufzutreten und die Weigerung Moskaus, der Resolution zuzustimmen, bringt die internationale Gemeinschaft, allen voran die USA und Europa in Rage. Artikel wie „Assad muss weg“ auf Welt Online zeigen nur, welche Politik man verfolgt und was man dem Volk verkaufen will. In Libyen hat das vielleicht (anfangs) noch funktioniert, in Syrien wird das hoffentlich nicht mehr funktionieren. Dass man bei Formulierungen wie „Hilfe der unterdrückten Völker im Kampf gegen Tyrannen“ und „darf eine freie Welt ein unmenschliches Regime weiter dulden“ nur unverständlich mit dem Kopf schütteln kann, gerade, wenn man sich die Politik Amerikas anschaut, ist traurig aber wahr.

السنيورة يخرق الإجماع الوطني برسالة مفخخة لمجلس الأمن وينبش «ملفات قديمة» مع المعلم

وزراء عرب يحذرون من كارثة إذا رُفض المشروع الأميركي… وموسى يحذر من ردة فعل واشنطن

 

يكون التفاوض فأساً أو براويز نجوم أو لا يكون أبداً.. فلدينا من الدماء ما يؤهلنا لصنع تاريخ فكيف بعملية وقف نار أصبحت إسرائيل هي الساعية لإبرامها بعد عجزها عن الحسم العسكري

وعلى وقع التقهقر من الميدان، دخلنا ليالي القدر وخلالها أصبحت أوراقنا خيرا من ألف شهر. لم نصب بداء الحل السريع ولا نحن رتبنا تسوية كيف ما اقتضى، وليس بين الوفود الغائرة إلا قلة مواقف عربية صلبة والكثير الكثير من روح الانهزام

وعلى مرمى نصر، كانت الصيغ المحلية والدولية والدولية المعرّبة ترعى في الحقل اللبناني، فتقطف ثمار الصمود وتدوره على شكل هزيل وشاحب يتوسل النهايات البائسة سياسياً وأمنياً

دخلت المفاوضات عصر العرب، طائرات عربية خاصة كانت تشغل حركة الملاحة في مطار بيروت المكفهر وتخرق أجواءً تلبدت بالغارات وتسمع من الفضاء أصوات أطفال وهم يهمون بالصعود إلى السماء

ويا لثارات الأطفال.. ودمائهم الطاغية على أي حبر سيحمل وقع الانكسار، لهم تُصنع نقاط الحروف الصعبة وبهم نرسم أُفق الآتي من الحلول، وما دون ذلك لن يعنينا، ولن نتوقف عند إنقاذ عدونا من ورطته

تحت هذا السقف، ارتسم الموقف لكن «مشكلتنا في الداخل كانت أكبر بكثير من الخارج» جراء مواقف الحكومة اللبنانية التي راسل مجلس الأمن «تسللاً» واقترحت تعديلات على مشروع القرار الفرنسي الأميركي بينها إنشاء منطقة خالية من السلاح والمسلحين جنوبي نهر الليطاني

والمشروع نفسه بلا تعديل كان أشبه «بمنطقة خالية» من أي سيادة لبنانية والنتيجة الوحيدة له هي «بدل أن نكون في مواجهة إسرائيل سنصبح ضد كل هذه الدول التي ستوقع عليه» كما أكد الرئيس نبيه بري لـ«السفير» الفرنسي برنار ايمييه ذات لقاء

انتهى يوم الموفد الأميركي ديفيد ولش والمشروع الاميركي، ليبدأ يوم آخر هو الاحد في السادس من آب 2006، حاملاً نتائج ميدانية قاسية على العدو الذي سقط له العشرات بين قتلى وجرحى بعد قصف صاروخي للمقاومة أصاب تجمعاً للمظليين في مستوطنة كفرجلعادي

لم تعد اسرائيل تراهن على قدرتها العسكرية بإحداث اختراقات برية توظف سياسياً وأصبح التركيز على الإسراع في تمرير المشروع الاميركي الفرنسي للتعويض عن الازمة التي وصلوا اليها والحيلولة دون اجراء اي تعديلات عليه تتجاوز بشكل خاص بند تشكيل قوة متعددة الجنسيات لانهاء الوجود المسلح لـ«حزب الله

في هذا الوقت، كان التحضير لانعقاد مؤتمر وزراء الخارجية العرب في العاصمة، قد بدأ مع وصول وزراء الخارجية الى بيروت وأبرزهم الوزير وليد المعلم، لما لحضوره من دلالات لا سيما أنها أول زيارة لمسؤول سوري على هذا المستوى الى بيروت بعد الانسحاب من لبنان قبل اكثر من سنة والتقى خلالها برئيس الحكومة فؤاد السنيورة ونقل اليه تبني سوريا لما يجمع عليه اللبنانيون مع اشارة واضحة الى تأييد موقف لبنان من مزارع شبعا المحتلة

عندما نزل الرئيس نبيه بري صباحاً الى مكتبه لم يكن مرتاحاً لأجواء مجلس الأمن وناقشنا معه الملاحظات التي أبدتها مندوبتنا في الامم المتحدة كارولين زيادة على مشروع القرار المطروح وأوعز بمتابعة بعض التفاصيل

منتصف نهار الأحد، وصل السفير الايراني محمد رضا شيباني والتقى الرئيس بري بحضوري وبدأ بقراءة رسالة مكتوبه من مرشد الجمهورية الإيرانيه السيد علي خامنئي وفيها «بعد التحية والسلام عليكم، أنا أتابع مواقفكم بشكل كامل وهي مواقف موفقة وجيدة للغاية وأنا أدعو لكم لكي تستمروا وتنتصروا

».

وأبلغنا السفير شيباني قلق وزير الخارجية منوشهر متكي من مشروع القرار السيئ في مجلس الامن وأنه يجري اتصالات مع الجانبين الروسي والصيني برغم ان الروسي لا يدرك عمق الازمة القائمة ولكن المندوبين الصيني والبريطاني في مجلس الامن ابلغا سفيرنا هناك ان لا مصلحة للعمل على عرقلة المشروع لانه سيمر سواء قبلتم او رفضتم او قبل لبنان او رفض، وسأل السفير شيباني عن رأينا وماذا يمكن ان نفعل؟

بري: انا نصحت دوماً بالعمل على تأمين حلفاء في مجلس الامن، نحن امام تحدٍ كبير، القرار يعطي اسرائيل اكثر مما طلبت، يعوضها عن كل هزيمتها في لبنان وبكل الاحوال نحن سنرفض القرار ونواجهه إذا صدر والخوف ان يحصل اختلال في الموقف الداخلي اللبناني
وقال السفير الايراني ان وزير خارجية بلاده منزعج من حديث السنيورة عنه بعد عودته من لبنان وتحميله كلاماً لم يقله حول مزارع شبعا، فرد الرئيس بري بأنه طلب تفسيراً من الرئيس السنيورة قبل أن يرد عليه في الصحف، وأوضح شيباني لنا ان السنيورة تعمد في اللقاء مع متكي ان يدخله في تفاصيل دقيقه فكان رده ان الموقف الرسمي الايراني هو تبني نقاط الاجماع اللبناني لكن بشكل شخصي، اسجل بعض الملاحظات، وقد تعمد السنيورة تسريبها بشكل مشوه.

الأسد: لا مانع من تسليم الجيش أو «اليونيفيل» مزارع شبعا

بعدها، عقد الرئيس بري مؤتمراً صحافياً قال فيه ان مشروع القرار الأميركي الفرنسي لمصلحة اسرائيل التي لم تنتصر بالحرب وأعطوها كل هذا فيكف اذا انتصرت ماذا كانوا سيعطونها. وفنّد كل بنود القرار ومخاطره، رافضاً اي كلام او مشروع يتجاوز النقاط اللبنانية، موضحاً موقف ايران الحاسم والمؤيد لما يتفق عليه اللبنانيون، وأشار الى ان المشروع تحدث عن اطلاق سراح الاسيرين الاسرائيليين من دون شروط وبالتالي «اعفوني من هذه المهمه وبكل الاحوال لم يعد لي علاقة بالموضوع».


عند الساعة الرابعة والنصف عصرا، وصل وزير الخارجية السوري وليد المعلم، فاستقبلته وبدأنا الاجتماع بأن شكره الرئيس بري على الموقف من مزارع شبعا، فقال المعلم انه تحدث اليوم مع الرئيس بشار الاسد الذي ابلغة بوضوح ان لا مانع عنده من ان يستلم الجيش اللبناني أو «اليونيفيل» مزارع شبعا، وأن يحصل ترسيم لاحقاً ثم شرح له الرئيس بري الموقف وصولاً الى مشروع القرار المطروح في مجلس الأمن، وسألنا المعلم عما يمكن فعله، فشدد الرئيس بري على تبني النقاط السبع والوحده الداخلية

وبعد مغادرة المعلم، استقبل الرئيس بري الامين العام للجامعه العربية عمرو موسى الذي انتقل من مطار بيروت الدولي الى عين التينه فوراً حيث انضممت والحاج حسين الخليل الى الاجتماع بناءً على اتفاق مسبق مع موسى. كان الحديث في الاجتماع صريحاً، وخلاصته رسالة واحدة تتضمن
ـ ان المعركة هي مع اللبنانيين ولا علاقة لإيران او غيرها بها وهذا ما يجب ان يعرفه وزراء الخارجية العرب.

ـ أمامنا فرصة لتسجيل نصر وأن لا نعطي لإسرائيل في السياسة ما لم تستطع ان تأخذه في المعركة.

ـ تجاوزنا كل التحفظات على مواقف بعض اللبنانيين لا سيما الرئيس السنيورة وسعد الحريري وقبلنا بالنقاط السبع مع الاحتفاظ بالتفسير حول بعضها.

ـ يجب ان يتحول مؤتمر وزراء الخارجية الى فرصة للمساعدة على تحرير مزارع شبعا ليكون جميع العرب مشاركين بالانتصار.

كان عمرو موسى مستمعاً وقال ان علينا عدم الاستهانة بما يمكن ان يفعله الاميركي من اجل تمرير مشروعه ولكنه حريص على ان يكون الموقف العربي الى جانب الحكومة اللبنانية

لم تستطع وسائل الاعلام أن تواكب مرحلة المجازر الاسرائيلية التي تنقلت طوال النهار على مساحة كل الجنوب لتصل ليلاً الى مجزرة في الشياح هي الاولى في تلك المنطقة وتحصد العشرات بين شهيد وجريح بعد أن كان الجميع قد عاش نهاراً أصداء مجزرة حولا والتي استعاد معها أهل الجنوب صورة المجزرة الاولى هناك في العام 1948

السنيورة يبكي مرتين..

كان يوم الاثنين في السابع من آب 2006 من أكثر الايام خسارةً على المستوى البشري وكانت إسرائيل تسعى من خلال عملياتها الى تحصين موقفها في الامم المتحدة قبل انعقاد مجلس الامن. أما الأبرز سياسياً، فكان اجتماع وزراء الخارجية العرب الذي انعقد في السرايا الحكومية، وسط تباين في الآراء بين المشاركين فيه، حيث كان البعض منحازاً بوضوح الى عدم رفض أي قرار دولي، ويطالب بالتعاطي الايجابي مع المشروع الاميركي ـ الفرنسي في مجلس الامن ويقول إن رفضه «سيشكل كارثة على لبنان»، فيما كان فريق آخر يسوّق فكرة الدعم المطلق للبنان ومقاومته في رفض أي تسوية لا يقتنع بها وتتجاوز الاجماع اللبناني المتمثل بالنقاط السبع.

استهل الرئيس السنيورة الجلسة بخطاب توقف عن استكماله مرتين بسبب الدموع التي انهمرت من عينيه ما دفع الوزراء العرب الى شد أزره بالتصفيق من أجل إكمال الاجتماع، وذلك بالتزامن مع دعوة تلقاها السنيورة من وزيرة الخارجية الاسرائيلية تسيبي ليفني ليوقف الدمع وينتقل للعمل

انتهى الاجتماع الى رفض اقتراح للوزير وليد المعلم مدعوم من اليمن والجزائر بتضمين البيان الختامي تحية الى المقاومة والدور الذي تقوم به وبالاتفاق على إرسال وفد عربي الى الامم المتحدة لنقل وجهة النظر العربية من مخاطر اتخاذ قرارات غير قابلة للتنفيذ

قبل اجتماع وزراء الخارجية العرب، التقيت وزير الخارجية السوري وليد المعلم بناء على طلبه في أوتيل البريستول، نقل إلي أجواء لقائه قبل يوم مع الرئيس فؤاد السنيورة وكيف بدأه الاخير بطرح الملفات القديمة المرتبطة بالعلاقات اللبنانية السورية وبطريقة هجومية، وقال المعلم إني واجهته بأننا الآن في صدد التعبير عن دعم لبنان وصموده في مواجهة العدوان، وأكدت له موافقتنا على نشر قوات الطوارئ الدولية في مزارع شبعا وتأجيل الترسيم، كما الموافقة على كل ما يجمع عليه اللبنانيون لجهة التسوية المقترحة وبالارتكاز الى البنود السبعة

الحريري يبلغنا بموقف فرنسي ينفيه ايمييه!

كان الرئيس بري، في هذه الاثناء، قد التقى السفير الفرنسي برنار إيمييه الذي حاول استيعاب معارضة الرئيس بري لمشروع القرار في مجلس الامن وابدى الاستعداد لمعالجة بعض الهواجس لكن الرئيس كان حاسماً بأن روح القرار وتفاصيله قائمة على مكافأة إسرائيل، وأن الصيغة المطروحة من المستحيل تنفيذها، حتى لو عدلنا موقفنا، لأنها لا تنسجم والمعطيات الواقعية، وأن النتيجة الوحيدة لمثل هذا القرار هي أننا بدل ان نكون في مواجهة اسرائيل سنصبح ضد كل الدول الموافقة ومجلس الامن، ولهذا فإن أفضل خدمة تقدمها فرنسا هي سحب المشروع بصيغته الحالية والاستماع جيداً الى الموقف اللبناني الموحد.


في هذا الوقت، بدأت حركة اتصالات تحضيراً لانعقاد جلسة مجلس الوزراء مساءً وشملت اكثر من مسؤول وصولا الى طرح موضوع انتشار الجيش في الجنوب بعدد 15 الف جندي ونقل النائب سعد الحريري أن هذا الامر منسق مع الجانب الفرنسي غير أن السفير برنار إيمييه نفى علمه به، وذلك عبر اتصال أجراه معه الدكتور محمود بري للاستفسار عن حقيقة الأمر، وقد وعد السفير الفرنسي بأن يأتي بالإجابة الدقيقة لاحقاً

لكن الرئيس بري تعاطى بإيجابية مع الفكرة والتي كان قد وافق عليها مسبقاً قبل ايام، معتبراً أن دخول الجيش الى كل المناطق الجنوبية بعد الانسحاب الاسرائيلي الى ما بعد الخط الازرق أمر طبيعي

وقد تابعت الامر خلال جلسة مجلس الوزراء وبعدها مع الحاج حسين الخليل الذي أكد موافقة «حزب الله» على الطرح، واتفقنا على إبلاغ الوزراء بالموافقة في جلسة مجلس الوزراء ليلاً على أن تكون صيغة القرار بشكل مبدئي فيها الاستعداد للقيام بالخطوة خشية أن يحاول الإسرائيلي البناء عليها للضغط باتجاه أمور أخرى تعيد ترتيب الاولويات وفق المشروع الاساسي للاميركيين

صدر قرار مجلس الوزراء بالاجماع في وقت كانت فرنسا قد طلبت تأجيل مناقشة المشروع في مجلس الامن مما اتاح فرصة لتوسيع حركة الاتصالات في انتظار وصول الوفد العربي الى نيويورك

انتقلت الى منطقة الشياح وكان المشهد هناك مؤثرا وأنت ترى ما يتجاوز 60 شهيداً ومثلهم من الجرحى والعشرات تحت الركام لم يستطع ان يصل اليهم احد حتى ساعة متأخرة ليلا. كانت مظاهر الغضب تخيم على المكان والدم والغبار والصراخ يؤكد ان لا نهاية لهذه المعركة التي ابادت عائلات كاملة سوى بالنصر الذي وحده يعوض على الناس ثمن ما دفعت من خسائر بالأرواح لا تعوض

لقاء عاصف مع السنيورة في السرايا

لم يخلُ يوم الثلاثاء في الثامن من آب 2006 من مجزرة، حيث كانت الغازية تكرر مشهد الامس وهي تودع ضحايا مجزرة بواحدة شبيهة اوقعت اكثر من 15 شهيداً وكان رد المقاومة قياسياً بعدد الصواريخ التي سقطت على المستعمرات وبالكمائن ولهجوم المباشر على اماكن تمركزه داخل الاراضي اللبنانية وحتى داخل الحدود وكانت اسطورة «ميركافا» تتحطم وسط مشاهد الاحتراق المتكرر على اكثر من محور، وخاصة في سهل الخيام.

كان قرار اليوم السابق بالاستعداد لإرسال قوة من الجيش اللبناني قد خلط الأوراق في مجلس الأمن وأعاد حسابات البعض خاصة ً في ما يتعلق بالاصرار على إرسال قوة متعددة الجنسيات وبدأ الحديث يأخذ منحى آخر

برغم هذه الأجواء، بدا الرئيس بري عند نزوله إلى المكتب حذراً يترقب ردة فعل الجانب الأميركي، وأشار بعدها الى أن لقاءه مع وزير الخارجية الألماني فرانك شتاينماير يبيّن أن الأخير يحاول أن يسوِّق للمشروع الأميركي من دون الأخذ بالاعتبار الموقف المعلن للحكومة اللبنانية. وكان بعدها لقاء للرئيس بري مع وفد مصري موسَّع من الحكومة وأحزاب المعارضة وشخصيات ثقافية وفنية قدم خلاله مطالعة عن تصدي المقاومة والشعب اللبناني بالارتكاز على الإيمان الذي مكنَّهم أن يحققوا ما لم يستطعه العرب جميعاً طوال نصف قرن

كانت الأجواء تشير إلى أن مجلس الأمن لن ينعقد قبل يوم الجمعة (11 آب) وفق ما كنا نتداوله في ديوان عين التينة، عندها اتصل الوزير محمد فنيش وأتى لنلتقيه جانباً، كان يحمل نسخة عن الرسالة التي ارسلها الرئيس السنيورة الى نيويورك حول التعديلات على مشروع القرار الفرنسي – الاميركي، وتتحدث احدى الفقرات عن منطقة خالية من المسلحين والسلاح في جنوب الليطاني. انزعج الرئيس بري لعدم إطلاعه على مضمونها وأكد انه ملتزم بما نقلته أنا للرئيس السنيورة حول اعتماد النقاط السبع وبحضور فنيش يومها

تبين لنا ان الرسالة سلمها السنيورة قبل يومين إلى سفراء الدول الكبرى، وقد اتصل الرئيس بري بوزير الخارجية فوزي صلوخ لاستيضاحه وبعدها بالرئيس السنيورة وقال له ان علي خليل سينزل اليك في السرايا

عند وصولي التقيت السنيورة في مكتب جانبي، كان مرهقاً ويتحدث بصوت منخفض، بدأنا اللقاء بأجواء غارة قوية حصلت للتو على الضاحية الجنوبية وباحتمالات استهدافها

خليل للسنيورة: ما هي حقيقة الرسالة الى مجلس الامن؟ لقد اطلعنا عليها قبل قليل من الوزير محمد فنيش وهناك ملاحظات عدة حيالها وهذا ما يعقد الامور ويحدث انقساماً في الموقف اللبناني

السنيورة: علي، بأي امر وطريقة تفكرون اذا كنتم متوترين من هذه الفقرة فنحن إذاً متأخرون كثيراً عن الحل. لا يمكن بحث اي انسحاب اسرائيلي كما نطالب اذا لم يكن هناك انسحاب شامل من جنوبي الليطاني

خليل: لكن الرئيس بري ليس في اجواء الرسالة ومضمونها، ربما كان استطاع ان يساعد على صياغة القرار بطريقة تحافظ على وحدة الموقف والرؤية تجاه الحل

السنيورة: هذا امر محسوم ولا يمكن القبول بغيره

خليل: ولكن ماذا عن مزارع شبعا وموقعها في الحل قبل الحديث عن السلاح

السنيورة: القرار وحدة متكاملة، لكن من الصعب حل قضية شبعا مباشرة، عليكم ان تخبروني عن حقيقة موقفكم لان الامر يتوقف عليه الكثير، يجب ان يكون لدينا مصداقية مع العالم الذي تتحدث معه، ان وزيرة الخارجية الأميركية كوندليسا رايس اتصلت بي ونقلت ترحيبها بقرار الحكومة حول نشر الجيش وأكدت للمرة الاولى انها مع توسيع «اليونيفيل» ولكن وفق الفصل السابع، بينت لها المحاذير لكنها اصرت وقالت ان مساعدها دايفيد ولش سيصل غداّ (الى بيروت) ويتحدث معكم وهو سيحمل معه مسودة مشروع قرار جديد وبعدها نتحدث حول صيغة نهائية
